I initially couldn't find a way to stop 401-490-7466 calls but for a similar phone number I tried a blog comment and spoke to someone at 866-246-7196 who said they provide this do not call request service to a small number of companies that call consumers who want to minimize complaints and save time from not calling people who don't want to be called. All they needed was the caller's phone number to verify it's on their list and the receiving phone number to add to the do not call list. It worked for me so I'm passing it on.
