I've received calls from this number before. It's a recorded message stating name and if not that person to hang up because accepting the call.... That's as far as I've ever let the recording go. The 823 is a location about 25 miles from my residence. When I call the number back after a very long silence a busy signal is all I ever get. The recording won't shut up long enough to say I'm on the Do Not Call list.
