I got the exact same call and have been receiving the calls for a week. They have also called my relatives. I reported this to the news today! I do believe it is a SCAM. What's scary is that they have my full name including maiden along with my street address and provided the last for of my social. The Man wanting me to give him my social and said that he already had it. I was told that a complaint was filed against me and that they had questions about my property (which is not even in my name). When I refused to give or confirm any of my info he said I will see you in court then. I have not received anything in the mail and have not been served.
