I, too, got a phone call with exactly same message. I blocked their call before, but they find a way to make another call appear on your caller id. These guys are scammers who prey on people's fears. In my view, this also makes them a terrorist. They seem to relish terrorizing people out of their money. They don't care about American laws probably because they are calling from outside the country. Do not every give them any personal information. Do not even pick up the phone.
