1. There is no one there because the computer is dialing your number. When you answer, the computer then switches you to the next avaiable operator . If all the operatores are on another calls , the computer will eventuly hang up on you. Keep in mind the computer tracks what time you answer the phone and when you don't and these times are stored in their system.They track your habits and will begin to call only around those times when you answer.
2. You say you have no debt . why are they calling you? Well it may not be about you.
They maybe call to get info on a relative of yours that owes somone money.
I sugest you call your local phone company and report them for harassment. This must be stopped. The only way to get it to be illegal is to report them.
