Scam Youve won 100 Gift Card - 01-22-2015

Got a call from this same number 202-796-2126 on January 21, 2015 approx 6pm EST. Rang once or twice, hung up. I dialed it, got a young woman with a strange-sounding accent (her voice itself was so high-pitched , squeaky and her manner of speaking was so odd that it made it even harder to analyze the accent---- Middle Eastern? Or just "extreme Jersey" speaking very rapidly?). She was reading a script and running her words together rapidly. Each time I asked her for clarification, to "slow down and explain what you're saying--- I can't understand you", she just read the script again.

Something about "you have won a $100 gift card that you can use at Walmart and many other stores". Because of "a website that you visited" and "for being a valued customer". She wouldn't tell me which "website" or identify the company that was "awarding the gift card". She said her company worked on behalf of "over 800 different companies", she was "just processing the shipment of the gift card to you" , so she had no way of knowing which specific site I visited. She was rude and weird, and just kept reading the script. I asked her to transfer me to a supervisor or someone who spoke English and could answer the question. She resisted, then said "just a minute", and LOL----- paused, put me on hold for two seconds, then resumed the conversation, pretending to be a new person (same squeaky high voice and weird accent) and said "What seems to the problem?", then re-read the script again, so fast it could barely be understood.

The only reason I stayed on the line this long was because I HAD actually filled out a survey, less than 24 hours prior and given my phone number, which I never do---- but the survey was from a restaurant chain I frequent every week, and I often fill out their surveys, so there was a chance, at first, that the call was legit...... till they asked for money.

The pitch was "you just need to pay $4.95 for shipping and handling". And "To make sure I am not speaking with a minor, what is your birth date?". I said "this is a scam, so no". She said "This is not a scam, you will just need to pay $4.95 for...", and I hung up
