This happened to me as well. I received a call from Stark Recovery stating I took out a loan for $400 in 2013. I denied this, threatened with court action with a fine of $2500.00 They had my SS# and email address. I asked them to send me the signed agreement with no response. When I stated that this was a scam, call was disconnected.
