this person called me (Indian) saying he was calling from Card Services and offered me a lower credit card interest rate for Capital One. He asked me to verify my card number and then he asked me for my debit card and my checking account number! When I declined to give this information he hung up on me. I then called the Fraud Dept at Capitol One and informed them of this call and I was told that this person calling is not in any way calling from Capitol One and was told never to give this information to anyone over the phone!
