The FTC won't open a case for an individual call, but will take action if many people call them about a scammer.
I have been on the other end: people have received a call, call the number back, but if they are in my area code, they get my cell phone number! I've been polite and have explained the situation (an all have been happy to have avoided a scam call) but this has been going on since August and I'm tired of being polite. I'm on the Do Not Call list, but it doesn't matter - I'm getting calls from individuals responding to scam calls.
No debt collection service is legitimate. These bottom-feeders buy old, discharged debt, and harass unsuspecting victims into paying debt they are not legally required to pay. They are scumbags, and many are attorneys, too.
Since no one at this number has any debt, the phone call merits the definition, scam.
They called here today: hung up when I picked up, which indicates illegal, auto-dialer. Caller ID: out of area. The number is listed in the Do Not Call Registry: another crime they commit.

Call came in and I did not look at caller ID. When I picked up a recording was already going to tell me they were calling about lowering interest rates on credit cards and to push a number to talk to someone. (This has happened before, so I played along. When the woman came on, a foreign accent made her almost unintelligible, but when she repeated herself she said that rates on MasterCard and Visa could be lowered. When I said, "I have 0% on mine; how can you help me?" She then said "You should have pushed number 2" and then hung up! After that I googled the caller ID and found several sites which reported this number as a "scammer's" number. Some said their caller ID showed the name of Diane Yentel, and finally there was a letter from "Diane". She said this was an old number she used to have but no longer had it. Poor Diane, the victim of "the canceled phone number given to a scammer".
The phone companies ought to let a relinquished number lie dormant for a while before giving it out again. But I guess numbers are scarce and there is money to be made!

Recording. Last time offer to lower my interest rates. Press 1 or 2. Tried calling the number and it states that the number is no longer in service. Has anyone reported them to the FCC yet. The area code is DC.
The voice said she was calling so I could lower my interest rates on my credit cards and if I was interested to press one. I did not. Scammer!!! Most likely.
