received an automated message from 209-813-0138 - stating "this is the IRS you must call immediately to receive information about this case" - I blocked my # and called this # it rang about 15 times then some foreign man answered and hung up

The computer voice stated that the IRS is filing a lawsuit against you, ref a certain case#. I called the number from the robo caller: 209.813.0138 - no answer. However the call that came in leaving the message was: 631.363.9897, not in service. Generally means it is only open for outgoing calls.
