Came up on caller id. Called at 9:13 pm PST
on land line phone. Never Left a message.

Someone from the number 218 349-6512 called at 21:17 Pacific Time, 12 Dec 2014.
Phone but not name appeared on caller ID.
I did not pick up. Caller left no message.
I checked reverse phone for location, then called back twice.
First time I called back, Telco message said that the call could not be completed as dialed.
Second time I called back, it rang about 9 times and then disconnected.

Sorry, the DNC list won't help you. The callers are from outside the U.S. Tracking them down is difficult and expensive. The feds and your state and local governments will not spend any resources on this. Problems of jurisdiction and process of service also get in the way of enforcement. In short, don't waste your time with do-not-call list stuff against foreign callers.
