Looks like this might be a scammer group spoofing the town's phone number. The person I talked to said they represented a local police charity (which would be odd because I live in another state). Since I don't give out money over the phone for that very reason, I told them to give me some information and I'd be happy to talk to them at a later time. My good sense tells me it's a scam, but if it's an honest mistake then it should be cleared up soon enough.

This number has called a couple of times after business hours, the phone number actually belongs to the town of alpine but they said that their phone system has been taken over by someone that is using the number to make calls, the woman calling speaks good english and said hello both times and hung up on me.
Hmmmm?????
