Called at 5:45 am Saturday morning. Fortunately I had my phone on silent. What's going on here?

this number just called me at 5:30 a.m., I did not answer and they did not leave a message. Caller ID simply stated the caller's number, no info. I called the number back and it rang 3 times, gave me the "this number has been disconnected" message, and then played a busy signal. This is illegal. I have previously gotten calls from 407-932-1795 (a difference of only the last 4 digits) and have that number blocked. Now I get calls from this number.

Called me at 230 in the morning. Waited on phone to talk to someone, listening to music for 6 minutes before call disconnected me. Tried calling back and got ye message that this number was disconnected. Frustrating since I have a doctors appointment in the morning and can't fall back asleep now.
