Received numerous pre recorded calls - hit #3 to be taken off of the list and they still call back. I have my cell phone listed on the DO NOT CALL list - WHY are these people getting through?

Robocaller. Says press 3 to be removed, but I literally press 3 over a dozen times and they'll still call back within the same week. Considering civil action as this has been going on for months.
