I got the same exact situation happen to me and this is not the first time i have received these same phone calls.

caller said they were from the federal government and wanted to give me $8000 in grant money to spend however I wanted. then wanted my Account info or Credit card info. When I asked how to verify who she was she hunk up

Just got a call from this number but no one was there. Put it on my auto reject list. I wish there was a valid website we could go to and report these spam calls. But it seems that no one really cares about them, even the government offices who are supposed to be monitoring this.
