This number originates from Tucson, AZ.
It looks like it's owned by Qwest. I have called Qwest, and they say that T-mobile services it.
So I am on hold with T-Mobile right now

Received call on government cell phone. Automated call stated they could lower my credit card rate. Sound like a scam.

It's me again.
T-Mobile DOES own this number. But guess what? it's an inactive line, and their guess is that someone is just using software to generate random CID #'s, and this happened to be one.
With the call masking software out there today, it's almost impossible to find what company, or even what REAL # the fockers are calling from.
