This is a telemarketing company who is violating the DNC laws by calling cell phone numbers (which are off limits). When I called them out on this, the simply give an excuse that they don't have control over what numbers they get. Just file a complaint with the PA State Attorney General. Enough complaints might spur action to "remind them" what the laws are.
