Appears to be a broken VoIP gateway of some sort. Caller just asks "Hello? Hello? Hello?" and may provide the last name of the owner of the number he is attempting to call, but no idea why this number is calling my cell (I am on the do-not-call list), who is calling or what they want.
Appears to be misconfigured VoIP as it shows all the symptoms of one-way-audio. No idea why they call to bother me, although I've been seeing many other calls with "private caller" or "unknown" this last day or two.
