Recorded message said something about a job I had applied for. As I am laid off, I thought I should try to return the call, which I did. I was subsequently assessed a $9.99 charge on my phone bill. Calling back must open something to these phony charges.

I think it has something to do with jobs posted on Craigslist. I haven't even been on that site for months and just got the call today on my cell. They did not leave a message and I didn't call back. I googled the number, as I normally do when I don't recogize a number and there's no message. Everything I've seen tells me it's a scam.
I'm not sure how these people are allowed to continue making a buck off of other people's desperate search for employment. It is just flat-out wrong!
