Must be an illegal operation. Called cell phone; when called back, answer and hung up.

Additional Info: Since I have minutes to burn on my own phone; I have repeatedly called the number back. It is obvious that who ever is on the other end is annoyed. They have attempted various tactics to discourage me from calling the number; without success. They fail to provide the answer to the question: Why was I called? and Who is this? They fail to provide any "real person" voice from the other end. This lends strength that it is an illegal operation for some purpose - perhaps attempting to find back doors into computer systems by random dialing.
