Calls and hangs up. When call back..doesnt answer..and why does a California companies using a Georgia number?

This number calls up to ten times daily. All hrs of the day and night. Once the call is answered they hang up. It is unknown the call type or company in which the call is coming from. I am tired of having to turn my volume off during sleep hrs to keep my family from being awakened by someone who only hangs up. I have had to also unsubscribe from several businesses due to unwanted emails coming through at all hrs of the night. Some places such as Hibbetts Sports, Dish Network, Bass Pro shop, and especially Sportsman Guide go overboard with sending out promotional offers via email.
