caller with heavy Indian accent claimed that enforcement issue had been taken against my name and to prevent legal action I needed to call back right away. Lots of holes in message because accent was so thick - sounded like script, some phrases wouldn't be spoken by an english-speaking person. Called back, got a man with an even heavier accent that wouldn't give his name and asked who/where I was calling. He asked for my number and name repeatedly, when I wouldn't give it he hung up on me.
