P.S. If you do owe, you are under no obligation to provide credit card info to this caller. Tell him you will take care of it on X day. That is sufficient - they just need a commitment from you that you intend to pay. Either say you feel uncomfortable giving him info, don't have your cards with you at the moment, need to check with someone, etc... It is okay to refuse to pay him then and there. Instead, go through Bell's usual payment channels. If he calls back x days later because he still has outdated info, just say it's been paid, your info is out of date, he will note that and they will stop calling (assuming it's true).

P.P.S. yes, he did have a thick foreign accent such that it was hard to understand some words in his message. Does little to enhance the appearance of legitimacy of such communications.

Call "for the owner of the account with Bell Canada". He correctly quoted our toll free account number and I was indeed 2 or 3 months behind on paying it.

Note that the acct number of a WAT/toll free account is often not the actual phone number that is in use, especially if you have moved your "landline" to another provider. i.e They usually affiliate account info with the primary landline (no matter how many lines your have or how many toll free numbers forward to it). Now when we moved our 613 number to another provider, they assigned a different 613 number to reference the bill for the 877 number remaining with Bell. The number itself is bogus as a telephone number; 613-108-xxxx doesn't exist, 613-108 is an invalid exchange.

If you do have an account with Bell - check to see if you are up to date with your payments. Pay or call them back.

NOTE that sometimes these collectors have info that is a couple of weeks stale; the collector may be unaware of a very recent payment. If you were late recently, chalk up the call to that.

If you are always up to date or you do not have such account with Bell, call anyway to find out what's up.
- Someone else could have opened an account in your name!
- You could have missed a final bill from an old account
- If you took a number over from someone, you can indeed by liable for previous bills.
- If you moved in and previous biz owner had a bill owing, they may try to get you to pay. You will have to show them that you are indeed only responsible from X date for your newly acquired number. i.e. they will assume the address is the same business, just a new owner who takes over debts of the previous owner.

I recommend to call and clear it up to protect your credit rating. No matter if it's no fault of your own, it can affect you :(
