This number 811-254-6687 keep calling my phone. This is a scammer...........something needs to be done about this

This number has been calling me multiple times a day and waking me up at night over the last few days. I have never heard of a (811) area code before. However I've answered it twice and no an we just an automated recording saying "goodby" and when I don't answer there's no message. Can't call it back. It has also came up once with no number at all except for 000-000-0000.
