I also received this call a couple of times recently. The prerecorded message says recent legislation will allow electricity rates to go up and to "press 1" to prevent my rates from going up. I think they would have tried to sell me solar panels. It's obviously telemarketing, but it includes an element of deception in my opinion, as they wouldn't actually be preventing your rates from increasing, they would just be offsetting the amount of energy being billed for price of installing solar panels. I guess it is "aggressive" telemarketing.
