If you complain to the caller you don't want these calls anymore they call you even more out of spite.

Call was not answered. Caller did not leave a message. Caller ID was "MOD" which is, IMO, intentionally obscure so they can say they identified themselves but still really didn't. That alone is reason enough for potential donors to select other charities besides "MOD" who don't play such stupid tricks.
