APAC is a Wisconsin based telemarketing company that handles telemarketing and circulation for newspapers such as McClatchy's paper like The Sacramento Bee. The caller ID will show a 920 are code which is in Wisconsin, but the calls are originating from the Philippines. Note the accent of the caller.
