They told me that is was for a bill and that they were turning my case over to the Contra Costa County DA's Office for processing. She also said that she had reviewed the file and seen that I had paid on the account previously and then stopped paying. I am not sure this is a trusted number so I didn't call it back, But she called my old job, my new job and my cell phone number that is not associated with any of my outstanding bills. They called to threaten me with multiple fraud charges and immediate arrest for an unpaid payday loan two years ago. They had my email, my old bank info and it sounded legit but it is not since I never took out a payday loan. Do not fall for it. They will threaten you but they are just trying to scam you out of money. Hang up and report to the FCC and the Attorney General, also local police.
