Same thing happened with me today. Only it was a cell phone call followed by a landline call after I hung up. "Officer Mike Brown" was the purported name of the landline caller.

Stated that I was found guilty of serious criminal charges of failing to pay IRS and to contact Officer Michael Brown immediately.
Google search of phone number originated from New York.
Reported to FTC Complaint Department.
