This number calls at least 4 times a day, both on my personal phone and office number. Often leaving threatening messages about some pending legal action. When I attempted to return the call, I was immediately asked for my ss# and current address, bank information BEFORE they would tell me anything. I dont even know who to contact to get them to stop harassing me.

No, I had to find out his name (David Allen) by recalling #. Caller was overly rude, extremely aggressive, violent, and harassing to the extreme. Calling our home on multiple occasions at least 12 times in a 10 minute period. I have reported him to our telephone company and hopefully succeeded in blocking this number for any future calls.
