So happy you had this posted, I received the same call and when I tried to call back, I got nothing, no vm or automated message.
It is out of country people using an app to get a phone #. The apps let you choose the area code. Funny that they must just think the IRS is in NY.

718-425-3141 - SCARED SCAMMER. He will ask you to hire an attorney for tax fraud on filing your taxes. Ask him for information on why and DO NOT GIVE HIM ANY OF YOUR PERSONAL INFORMATION. He will get nervous during the call if you ask him questions then ask him to mail you a letter for you to take to the police department for investigation. He will then get more nervous and tell you he will review your taxes and may call you back. SCARED SCAMMER.

3/30/15 approx 11am est received call from Myle Cyrus claiming from IRS gave id # 95862. Phone # 718-425-3141. Claiming needed personal information for tax evasion. Would seize my assets. I told her the IRS did not call . And I would report to my local Police Department. She became very aggressive for inf. I disconnected the call and reported to Bridgewater Police Department the Officer confirmed this to be a scammmer and was glad I did give out information.

They have called me as well four times. The first two were robo calls ID themselves as the IRS and asking me to call them back. The third was a real person again ID themselves as an IRS agent. He hung up when I told him to send me a letter so I could have him charged with mail Fraud as well as impersonating a Federal agent.
