If you know who and where these people are why don't you go "Talk" to them!! I'm sure you can make them understand the problem and when explained properly they'd be more than happy to stop!!
If you need someone that's considered "convincing" I'll go explain the situation to them and I know they’ll stop and actually ask if they can help us stopping callers like them!!
