I got a similar call. The caller said he was an officer with the IRS and that there was a warrant out for my arrest for fraud and tax evasion and wanted the name of the criminal attorney who would be representing me. They said that I was serve a notice 5 months ago but no service ever occurred.
A reverse directory search on the number it is a Metrocall cell phone in San Jose, CA. Everything points to it being a scam and they most likely could be prosecuted for it.
