They are a text-relay service for the deaf and hard-of-hearing.
Unfortunately, some people misuse the service.
If you do now know anyone that is deaf or hard-of-hearing, then it is probably not a legitimately deaf person that the communications assistant is connected to on the other end.
It may be a scammer.
It may just be a prank caller.
But if the person wants to redial a number 500 times and hang up, they have to follow the deaf person's directions.
If that person wants to cuss at you and for them to YELL at you while they are doing do, they have to follow those directions as well.
It is FCC regulations that a deaf person has all of the same rights as everyone else, and since you can do the exact same thing, so can they.
