unknown could not understand

I knew better but answered this call anyway, on cell phone.
Caller had heavy accent, he knew my name AND address. Many voices in background (e.g. call center).
He wanted to tell me about low-priced options to refinance my home.
It is extremely troublesome to me that they identified (but mispronounced) my name and my home address.

they call non stop 7 days a week I warn them to stop and discontinue there actions they just hang up then call back and repeat all day all until 3:00 am then start again next morning
