It's an automated message saying press 9 to lower interest rate. When you do that they'll ask you questions like how much debt, number of accts, store accts, etc. I lied just to see what the questions were waiting for them to ask my ssn. They said I didn't qualify and hung up before I could tell them to stop calling me.
