This is a scam. Got a recording asking me to call them back at that number to avoid further action. More importantly, "Have a nice day."
I called the IRS at their real number 800-829-1040 and let them know. The IRS said that is not one of their numbers and to call the IRS Scam Line at 800-366-4484 to report it.
