Called my parents and threatened lawsuit. How can we stop these calls?

Said It was the final call before IRS commenced lawsuit. I got a call last month, also saying it was a final call. Advised me to cal (425)296-6679.....I called and the phone just rang and rang.

Person says they represent the irs. Has an accent like a resident from India. Threatening legal action if back taxes not paid.
Hung up when I stated "let me have my wife also listen."

The number left a message - said they were irs and preparing a law suit against me. to call to find info on file.
When I phoned they said they were the IRS in washington DC, yet area code is washington state, they all speak with a heavy indian accent, must be a scam of some kind. be ware ....
