Aside from the fact that I NEVER pick up a call on my iPhone that I don't recognize, I always add these "phishing scam" numbers to my phone book with a title of "Junk Phone Number" in the header. I then block that number just for good measure.

12/10/2014 approx. 11:50 AM. Central Maine~ Good old automated message to lower interest rate on my credit card. Of course my account is FINE! I tried pressing 1 today and yesterday so I can tell them to remove me from the list but nobody came on the line....I just added to call reject list! I had recently created the following call rejection message. "Remove me from you list immediately. Do not call again." While I know this message wont get to them because I must press 1 for agent, it has been an effective deterrent for other unwanted calls that do not require you to choose an option.. ;) Knowing they will never get you on the line the give up!

Same as above, I got an automated voice message from your credit card company (did not specify what credit card company). Don't worry everything on your credit card is fine but make sure to see if you qualify for a lower interest rate. "this is your credit card company with an urgent message about lowering your interest rate." Really. "Press one to lower your interest rate."
I pressed 1 since there was no press 9 to remove me from their call list, but no one came online.
I tried calling the number back, literally 1 minute later, but it says its disconnected.
So sounds like a scam to me.

I got a missed call from 903-685-7998 on my cell phone on 11/22 at 11:22am PST. I tried to call the number back twice about an hour later and got a recording that said the number was disconnected.

Phishing scheme. This one was hilarious. I got an automated voice message about "this is your credit card company with an urgent message about lowering your interest rate." Really. "Press one to lower your interest rate." I pressed one and I got a live dude.
"Thank you for pressing one, are you responding to the message about lowering your interest rate?"
"I am..."
He started saying something else on his script and I wasn't done, so I cut him off and said
"I want you to take me off your list, I'm on the Do Not Call Registry and..."
He cuts me off:
"Oh yeah? Really? Really? Really? Really? Really?"
"Hey you called me, dude."
*click*

Got a call from this number and it was a recording. Something like "This is Rachel from your credit card company (did not specify what credit card company). Don't worry everything on your credit card is fine but make sure to see if you qualify for a lower interest rate. We are offering 6.9% don't miss out." Then a different recorded voice - "To apply now press 1" I hung up. I'm pretty sure this is a scam. Never give your personal information to anyone that doesn't specify what company they are calling for.

I just received a call from this number around 1:10PM today. Answered and no one was there. Seeing the comment above stating they attempted to call back and received that message, I'm tempted to try to call them back as well. They only called once for me though - at least as of now.

Just received a phone call from this number not only once, but three times. The first time, I answered with the usual "Hello?". Nothing. I said "Hello?" a second time. Still Nothing. I Could hear someone on the other end breathing, but they never actually said anything. After I said "Hello?" a third time, they hung up. I figured it was just a crank call. About two minutes after the first call, they called again... It was just a repeat of the first call. They called a third time, but I decided not to even answer. I decided to try and call the number back, but I got this message, "We're sorry. This number has been changed or disconnected". Who is this?!
